In essence, validation confirms which parts of an RTO's assessment process are correct and pinpoints elements for improvement. With a solid grasp of its key components, validation becomes manageable.

As per Clause 1.8 of the SRTOs 2015, RTOs are required to ensure that their assessment systems, including RPL, meet training package requirements and are conducted following the Principles of Assessment and Rules of Evidence.

We are required by the standards to carry out two types of validation.

The first assessment validation type verifies that your RTO's assessments adhere to the training package requirements within your scope.

The second validation ensures assessments are conducted according to the principles of assessment and rules of evidence.

Therefore, validation is conducted both before and after the assessment. This article emphasizes the first type: assessment tool validation.

As noted earlier and in previous blog posts, validation comprises two stages: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, known as pre-assessment validation, pertains to the first part of the clause, focusing on meeting all unit requirements and ensuring total workbook compliance.

Post-assessment validation, in contrast, is about ensuring the implementation side, where Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.

This discussion will center around assessment tool validation.

Procedure for Assessment Tool Validation

Now that we’ve differentiated the two types of validation, let’s examine assessment tool validation in detail.

Timing for Conducting Assessment Tool Validation

The objective of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

Thus, whenever new learning resources are purchased, you must conduct assessment tool validation before allowing student use.

There's no requirement to wait for the next validation schedule in your 5-year cycle. Validate new resources promptly to ensure they’re appropriate for students.

However, this isn't the only instance to conduct this type of validation. Perform assessment tool validation when you:

- when resources are updated
- when new training products are added on scope
- course gets reviewed against training product updates
- your learning resources get identified as a risk during your risk assessment

ASQA applies a risk-based approach to regulate RTOs, expecting regular risk assessments. Hence, student complaints about learning resources are a good opportunity for assessment tool validation.

Which Training Products Should You Validate?

Keep in mind, this validation ensures compliance of all learning resources before use. All RTOs must validate resources for each unit.

Training Materials

To validate assessment tools, you need the complete suite of your learning resources:

Mapping tool – begin with this document. It details which assessment items correspond to unit requirements, aiding faster validation.

Learner/student workbook – during validation, check if it's suitable as an assessment tool. Ensure instructions are clear and answer fields are sufficient. This is a common gap.

Assessor guide/marking guide – verify that instructions for assessors are comprehensive and clear benchmarks for each assessment item are present. Clear benchmarks are key to reliable assessment outcomes.

Other related resources – might include checklists, registers, and templates developed independently from the workbook and marking guide. Validate them to confirm they fit the assessment task and address unit requirements.

Panel for Validation

Clause 1.11 sets out the requirements for validation panel members, stating that validation can be conducted by one or more individuals. RTOs generally require all trainers and assessors to be involved, sometimes including industry experts.

Your validation panel, as a group, must possess:

Relevant vocational competencies and up-to-date industry skills for the unit being validated

Current expertise and skills in vocational teaching and learning

Either one of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or an equivalent successor

Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

Fairness – Does the assessment process ensure equal opportunity and access for everyone?

Validity – Is the assessment testing what it is meant to test? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment give consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?

Fundamental Rules of Evidence

Validity – Does the evidence indicate that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there adequate evidence to ensure the learner has the required skills and knowledge?

Authenticity – Is the assessment tool proving that the work is the candidate’s own?

Currency – Are the assessment tools reflective of current units of competency and contemporary industry practices?

Although these are regularly covered in VET professional development and nationally recognised training, numerous tools still struggle to meet these requirements.

To avoid employing learning resources that fail to meet all unit requirements, be sure to follow these guidelines:

Be Consistent with Your Teachings

Focus on the verbs used in the unit requirements and make sure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Complete each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

changing nappies

prepare bottles, bottle-feed babies and sanitize equipment

prepare solids and feed babies

appropriately respond to baby signs and cues

settle infants for sleep and prepare them

monitor and foster age-appropriate physical exploration and gross motor skills

Having students describe changing nappies for babies under 12 months doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Keep an Eye on Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Complete or Not Competent

Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Steering clear of double-barrelled questions makes it easier for students to answer and for assessors to accurately judge student competence.
